Heat oil in large saucepan, saute garlic and onion. After a minute add the meat.
Stir fry the meat until brown/most of the liquid has evaporated.
Add in water, soy sauce, vinegar, bay leaves, and black pepper.
Cover and simmer for 20 minutes, then add the potatoes.
If the water gets too low, top it up, otherwise the meat will burn.
Simmer again for 10 minutes or until the potatoes are cooked and soft.
